Our goal is to improve labor conditions in global supply chains. The Social and Labor Convergence Program (SLCP) is currently seeking talented and motivated individuals who wish to join us on our mission. We are now specifically looking for short-term consultancy support (3-4 months) in the area of Technology & Data Insights. In the Terms of Reference (ToR) below, you’ll find more information on the assignment: SLCP Business Rules Review & Update.

What is the Social & Labor Convergence Program (SLCP)?

SLCP is a multi-stakeholder initiative consisting of leading brands, manufacturers, civil society, audit firms and consultancies in the apparel & footwear sector. Collectively our signatories have developed and are implementing a Converged Assessment Framework to replace proprietary social audit tools with the aim of reducing audit fatigue and ultimately freeing up resources to improve working conditions. SLCP’s work is driven by a small staff – the Secretariat – that coordinates the collective efforts of the signatories and delivers the day-to-day operations of the program.

Terms of Reference (ToR) for Consultancy Assignments

 

SLCP Business Rules Review & Update

 

Context

SLCP’s mission is to implement the Converged Assessment Framework (CAF) in global supply chains to capture labor conditions at the facility level. The objective is that this data would be collected, verified, stored, and shared in a way that is scalable, secure and with integrity.

SLCP has designed and implemented a system for hosting and sharing SLCP verified assessments. This system consists of a central distribution Gateway (developed by ITC, the International Trade Centre) and a network of Accredited Hosts. To ensure consistency and data quality & integrity, the system is founded on well-documented Business Rules that the Gateway and Accredited Hosts need to comply with. These Business Rules were developed at the start of operation (2019) and have been expanded since.

After three years of evolution, there is now a need for a thorough review of the Business Rules and an update to restructure them.

 

Activities and tasks under assignment (high level) – 3 months: 4 days/week

·       Review current Business Rules (BR) in detail and discuss with SLCP Senior Manager Technology & Data Insights and SLCP Senior Manager Assessment and Quality

·       Identify current gaps and key areas for improvement within the Business Rules

·       Identify appropriate tools and formats for documenting the rules

·       Engage with key stakeholders on desired updates: ITC/Gateway, Accredited Hosts

·       Develop a priority list for updates, including an indication of workload and impact (risks)

·       Develop a plan to update the Business Rules, including activities and timelines

·       Implement the plan by documenting and organizing the rules, ensuring they are correctly structured, indexed, and cross-referenced, while keeping SLCP senior managers and key stakeholders up to date on progress

·       Define a test plan and supporting test data that technology partners will follow to demonstrate their compliance with the revised Business Rules

 

Generic qualifications

·       Analytical skills

·       Exceptional (English) written and verbal communication skills

·       Attention to detail and high level of accuracy

·       Literacy of commonly used software programs

·       Experience in working with/for a (multistakeholder) organization in sustainability/social compliance in supply chains is an advantage

 

Specific qualifications

·       Business Analyst background (or similar)

·       Proven experience in documenting complex business requirements for IT systems, including appropriate use of diagrams, narrative text, tables, etc.

·       Familiar with various IT concepts and recent developments involving globally distributed systems, remote computing, web applications, IT systems integration, API definition and management, document and relational databases.  Familiarity with JSON and schema validation would be an advantage.

·       Experience working with external partners and third-party connected systems
